The storage and transportation apparatus comprises a heat insulation box and a plurality of passive energy storage units arranged in the heat insulation box, wherein the plurality of passive energy storage units are connected with one another, a cold charging pipeline is also comprised for providing cold carrier liquid for the passive energy storage units, the cold charging pipeline comprises a first cold charging pipe (13) and a second cold charging pipe (14), and the plurality of passive energy storage units are connected between the first cold charging pipe (13) and the second cold charging pipe (14). By means of the storage and transportation device, cold energy is stored and released through a phase-change material, the refrigeration environment of a heat insulation device is maintained without a power supply, passive refrigeration is achieved without providing a power source, and the refrigeration temperature in the heat insulation box is further guaranteed through the arrangement of the passive energy storage units and the cold charging pipeline.
