The present invention enables the similarity between sections of text to be accurately calculated. An image similarity calculation unit 120 calculates image similarity that is the similarity between first image information corresponding to first text, which is obtained by converting the first text, and second image information corresponding to second text, which is obtained by converting the second text. A text vector similarity calculation unit 140 calculates text vector similarity that is the similarity between a first text vector that represents the first text, and a second text vector that represents the second text. A text similarity calculation unit 150 calculates the similarity between the first text and the second text on the basis of the image similarity and the text vector similarity.
