Disclosed is a loading rate measurement apparatus based on an infrared laser, the apparatus comprising an infrared laser sensor. The infrared laser sensor is mounted in the center of the top of a compartment; the compartment is evenly divided into multiple rows and multiple columns to form multiple areas; and the infrared laser sensor is obliquely mounted, and the mounting angle of the infrared laser sensor 1 is 15°-27°. The present invention has a relatively high measurement accuracy, measures a unit-area height by means of the new infrared laser range-finder sensor, and detects the volume fraction of a compartment through calculation, wherein the volume fraction can be below 2%; and measurement is performed by means of the infrared laser sensor, and the cost is relatively low. Moreover, a single sensor uses a cascade manner, is simple, stable and reliable in terms of mounting, and the infrared laser sensor, which is obliquely mounted, has a small dead zone, and is more suitable for the measurement of a box body.
