The present invention comprises: an information acquisition unit (11) that acquires vehicle-related information relating to a vehicle; a type prediction unit (12) that predicts, based on first information included in the vehicle-related information, the type of future vehicle behavior or surrounding environment of the vehicle; a predictive inference model determination unit (141) that determines, based on the type predicted by the type prediction unit (12), an inference model to be loaded in a storage region; a load instruction unit (16) that instructs that the inference model determined by the predictive inference model determination unit (141) be loaded in the storage region; a type determination unit (13) that determines, based on the first information, the type of the current vehicle behavior or surrounding environment of the vehicle; a current inference model determination unit (142) that determines an inference model corresponding to the type determined by the type determination unit (13); and a vehicle control information inference unit (17) that uses the inference model determined by the current inference model determination unit (142), among the inference models loaded in the storage region, to infer vehicle control information, based on second information included in the vehicle-related information.
