The present invention relates to the field of wireless communication, and provided thereby are a heterogeneous network-based multi-level data transmission method in a narrow-band Internet of Things. The present invention comprises the following steps: a base station sending first configuration information and a downlink channel state information reference signal CSI-RS1 to a terminal located at a geographic position X; the terminal receiving the first configuration information; the base station sending second configuration information to the terminal; the terminal receiving the second configuration information and sending data according to the second configuration information; if sending fails, the base station sending third configuration information; once the third configuration information is received, the terminal sending a third sounding reference signal; and the base station activating a relay node in the wave incoming direction of the terminal, and sending data by means of the relay node. The beneficial effect of the present invention is to overcome the problem of poor spectrum efficiency in existing narrow-band Internet of Things, and increase the capacity of a narrow-band Internet of Things system.
