The present invention relates to the technical field of prestressed anti-floating anchor rod construction. Disclosed is a pre-tensioning and post-anchoring construction method for a prestressed anti-floating anchor rod, characterized by comprising the following steps: 1) performing prestressed anchor rod construction; forming a drill hole in a soil body by construction, and lowering the prestressed anchor rod into the drill hole, and after lowering the prestressed anchor rod, pouring slurry into the drill hole; 2) the prestressed anchor rod comprising an anchor head and a rod body, the anchor head being located outside the drill hole, and the rod body being located in the drill hole; digging around an outer periphery of the anchor head to form a construction groove, and performing reinforced concrete construction in the construction groove to form an anchor pier; 3) performing tension locking on the prestressed anchor rod; and 4) constructing an underground structure above the soil body, and anchoring the anchor head into the underground structure. In this way, the prestressed anchor rod construction, the anchor pier construction, and the underground structure construction do not interfere with each other, facilitating construction management, facilitating tension locking, and simplifying construction steps; furthermore, a constraining force is generated for the underground structure to prevent the underground structure from floating upward, avoiding deformation of the underground structure due to upward floating, so that the anti-floating effect is enhanced.
