The present invention relates to an energy-saving type wet heating system. To efficiently maintain a set temperature and humidity for the internal space of a facility as well as reducing energy consumption by wet-heating a greenhouse or pen with heat and steam while exchanging heat through the circulation of a thermal medium heated by a heater in the greenhouse or pen, the energy-saving type wet heating system includes: a heating body including a vent formed on one side; a heat source heater comprising a heating housing installed in the heating body and storing a thermal medium stored therein, and a heater installed on the heating housing to heat the thermal medium; a heat source blower comprising a radiator installed in response to the vent of the heating body, forming a flow channel for the thermal medium heated by the heat source heater, and radiating the heat of the thermal medium, and a blowing fan blowing air from the rear side of the radiator while blowing the heat radiated from the radiator through the vent; a heat source circulator comprising a circulation pipe forming a circulation channel for the thermal medium by connecting the radiator of the heat source blower with the heating housing of the heat source heater, and a circulation pump connected to the circulation pipe and circulating the thermal medium of the heating housing to the radiator; and a heating controller installed in the heating body and controlling the heating temperature of the heater for heating the thermal medium of the heat source heater by setting and detecting an indoor heating temperature for a facility. The thermal medium of the heat source heater is formed by mixing 70-80 parts by weight of glycerin and 20-30 parts by weight of water in proportion to 100 parts by weight of the thermal medium.
