The present invention relates to a freezing and thawing-resistant ultra-rapid hardening high strength concrete composition with reduced scattering dust by using environmentally-friendly basalt fiber. According to the present invention, 100 parts by weight of a mixture, obtained by mixing 35 to 45 wt% of waste asphalt concrete aggregate and 55 to 65 wt% of ultra-rapid hardening mortar, is deposited by being mixed with 12 to 18 wt% of mixing water. In the ultra-rapid hardening mortar, Portland cement, basalt fiber, silica fume powder, calcium sulfoaluminate, anhydrous gypsum, dried aggregate, a powder fluidizing agent, lithium carbonate powder, inorganic pigment, oleic acid, a retarder and a defoamer are inputted from a manufacturing process by three classes in accordance with the specific gravity and the volume of raw and auxiliary materials; and a lightweight material uniformly absorbing oil is inserted into a weightlessness mixer to coat a particle of a powder state. Accordingly, scattering dust is reduced, compressive and bending strengths are increased, and resistance to freezing and thawing is secured to largely increase durability, thereby extending life of a repaired portion to largely reduce the repetition number of repairing works and minimize cost and time waste caused by the repairing work. Moreover, the composition can be applied to various new and emergency repair constructs and, more specifically, optimal properties are provided when a manhole placed on a road surface is repaired, thereby largely increasing efficiency in a manhole repairing work.
