The present invention provides a method for preparing a complex extract of Asparagus cochinchinensis Merr., Lycium chinense Miller, and Angelica gigas Nakai; and to a skin whitening, antibacterial, and anti-inflammation cosmetic composition including the complex extract. According to the present invention, the method comprises: a step (a) of mixing Asparagus cochinchinensis Merr., Lycium chinense Miller, and Angelica gigas Nakai with a solvent to make a mixture; a step (b) of performing reflux extraction of the mixture to make an extract; a step (c) of filtering and concentrating the extract to make a solid content; and a step (d) of adding dextrin to the solid content and performing spray-drying to prepare powder. According to the present invention, since Asparagus cochinchinensis Merr., Lycium chinense Miller, and Angelica gigas Nakai are plant medicinal herbs used as a medicinal herb material, excellent anti-inflammation and antibacterial activities can be provided without toxicity affecting the skin, and melanin generation in the skin can be inhibited to provide an excellent skin whitening effect. Moreover, the cosmetic composition is made in various formulations to be easily used in daily life.
