According to one embodiment of the present invention, provided is a user authentication system comprising: an online service which receives a user ID and a password from a user terminal, has a module identifying whether the user ID is an ID interlocked with a secondary authentication server, transmits the ID and the password to the secondary authentication server if the ID is connected to the secondary authentication server, and provides a service depending on an authentication result of the secondary authentication server; a mobile authentication app which displays a password obtained from the secondary authentication server on a mobile screen, has a password display module requiring a password validation from a user, generates a user authentication token predesignated when the password of the user is identified, and transmits the same to the secondary authentication server; and an authentication server which receives the ID and password from the online server, transmits the password to a mobile device corresponding to the ID and, when a user authentication token value is received from the mobile authentication app, generates a validation value corresponding to the authentication token value, identifies whether the received authentication token value is matched, and transmits a user authentication result to the online service.
