The present invention relates to an eco-friendly soil building material composition and a seismic reinforced soil brick manufacturing method. The composition is based on only natural materials advantageous to a human body, thereby alleviating atopy and preventing respiratory diseases, and uses only eco-friendly materials by replacing a chemical material such as cement capable of causing environmental pollution, thereby preventing the environmental pollution. In the present invention, 10 parts by weight of red soil powder, 10 parts by weight of fly ash powder, 5 parts by weight of feldspar powder, 10 parts by weight of lime powder, 15 parts by weight of gypsum powder, 0.5 parts by weight of bentonite powder, and 0.5 parts by weight of starch powder are mixed.
