Disclosed are a disaster responding robot capable of updating a disaster scene map and a control device for the same. The disaster responding robot comprises: a disaster scene map storing module storing the disaster scene map; an automatic driving module performing automatic driving based on the disaster scene map stored in the disaster scene map storing module; a manual driving route receiving module receiving a manual driving route from the control device about an area of which the structure is changed on the disaster scene map or an area of which the structure is unknown as a result of reconnaissance in accordance with the automatic driving; a manual driving module performing automatic driving in order for a real-time reconnaissance information collecting module to collect reconnaissance information in accordance with the manual driving route received from the manual driving route receiving module; the real-time reconnaissance information collecting module collecting the reconnaissance information in real time during automatic driving performed by the automatic driving module and manual driving performed by the manual driving module; and a reconnaissance information transfer module transmitting the reconnaissance information collected in real time by the real-time reconnaissance information collecting module to the control device.
