The present invention provides a diabetes treatment ontology construction apparatus including an ontology definition unit, an ontology storage unit, a knowledge collection unit, an ontology construction unit, and an inference rule unit and constructing diabetes treatment ontology based on knowledge necessary for diabetes treatment. In addition, provided is a diabetes treatment clinical decision support system including a patient condition storage unit storing an electronic health record storing medical records of a diabetic patient and condition information of the diabetic patient.
