Disclosed in the present specification are an apparatus and method for generating charged bodies which do not lose electric polarity over time. According to the present specification, the apparatus for generating charged bodies may comprise: an inner vessel which is formed of a heat-resistant glass and has a polymer receiving space formed therein; a sheath heater which is situated inside the receiving space of the inner vessel; an outer vessel which is formed of a metal and surrounds an outer surface of the inner vessel; a first electrode which is situated between the outer vessel and the inner vessel, and a voltage supply device which applies a voltage to the first electrode and a metal surface (hereinbelow, referred to as ′second electrode′) of the sheath heater. According to the present specification, the method for generating charged bodies may comprise: a polymer filling step of filling a polymer into the receiving space inside the heat-resistant vessel; a heater inserting step of inserting the sheath heater into the receiving space filled with the polymer; a voltage applying step of applying, by the voltage supply device, a voltage to the first electrode and the second electrode; and a polymer heating step of heating, by the sheath heater, the polymer filled in the receiving space.
