One embodiment of the present application relates to a welfare point payment and management system for providing an irregular welfare service. According to the present invention, the system comprises: a welfare recipient information management module automatically generating and storing a welfare management number for identifying each welfare recipient based on welfare recipient-related information inputted from a preregistered manager device; a welfare point management module paying welfare points to an account assigned to the manager device when receiving a welfare point filling request from the manager device and managing the welfare points allocated to each welfare recipient; and a control module performing control to transmit a message, which includes an address, an ID, and a password of a website for providing a welfare service, to a terminal corresponding to a predetermined welfare recipient when receiving a welfare point payment request for the predetermined welfare recipient from the manager device. The predetermined welfare recipient can use the welfare points given thereto through the website included in the message.
