A two-layer flame resistant garment having an outer layer and an inner layer is disclosed, wherein the outer layer has a flame resistant outer garment laminated to a waterproof breathable layer. Flame-resistant garments having a one-layer fabric structure are also disclosed, wherein the first layer has a flame-retardant sheath, a waterproof breathable membrane, and a heat-managing polymer coating.
