The present invention provides a surface enhanced Raman scattering substrate, and a manufacturing method which can manufacture a reliable substrate in a large scale. A reliable surface enhanced Raman scattering substrate comprises a substrate; silver nanoparticle cluster arrays positioned on the substrate and made of spherical silver nanoparticles having 25 to 80 nm diameter (D50) provided in a straight line; and a non-continuous region provided between the silver nanoparticle cluster arrays and stopping continuity of the silver nanoparticle cluster arrays.;COPYRIGHT KIPO 2020
