The present invention relates to a tidal current generation turbine using a permanent magnet to reduce the starting flow rate. The permanent magnet generates a turning force through the repulsive force and the magnetic force of the manpower, thereby increasing the torque of the turbine in a stationary state to start the engine using a permanent magnet to reduce the starting flow rate. In order to provide a flow rate-reducing algae-powered turbine, it is coupled to a turbine shaft at a central portion, includes a plurality of blades, and an annular hub permanent magnet surrounding the outer circumferential surface of the turbine shaft is inserted and fixed to the rear portion and connected to the turbine shaft and to the front. The part is composed of a nucleus, in which a ring-shaped nercel permanent magnet opposite to the hub permanent magnet is drawn in and fixed, and a permanent magnet is provided in the turbine for power generation without the need for a driving motor in a relatively low flow current environment. The static frictional force can be reduced by using the magnetic force of the engine. Through this, the power generation rate and utilization rate of a single power generation device is significantly increased by lowering the starting flow rate, thereby maximizing the efficiency of power generation.
