The present invention relates to a method for recycling waste plastic, waste styrofoam, and waste glass using a non-combustible binder composition containing silicon dioxide, and to an environmentally friendly and non-flammable building material manufactured by the method. The recycling method according to the present invention can increase the recycling rate of waste building materials such as waste vinyl or waste plastic, and since no separate sorting operation is required, it is possible to reduce sorting cost and manufacturing cost, and reduce environmentally hazardous substances. And it can bring about an environmental improvement effect by increasing the number of recycling. In addition, the method of the present invention improves the circulation cycle of plastic, which is a by-product caused by the development of the petrochemical industry, and can induce an economic effect of the construction industry by recycling plastic waste generated annually as a building material.
