The work skill determination unit extracts the worker with the lowest work skill when the size of the deviation is greater than or equal to the predetermined criterion, and extracts the worker with the highest work skill when the size of the deviation is less than the predetermined standard. The worker selection unit selects the extracted worker as a work response worker. The information update unit updates the information of the storage unit based on the result of the work corresponding to the corresponding worker.
