The present invention relates to a manufacturing method of a functional lightweight board for non-plastic construction finish materials, which is light, maintains a characteristic of functional materials such as diatomite, and is manufactured in a non-plastic method by using eco-friendly inorganic solidification agent to increase an economic property; and a functional lightweight board for non-plastic construction finish materials manufactured thereby. According to the present invention, the method comprises: a material mixing step of mixing an admixture and water to a powder mixture mixing a lightweight composition, functional materials, inorganic solidification compositions, wollastonite, and thickening agents to manufacture a mixture to be molded; a pressing molding step of pressing and molding the mixture to be molded under a predetermined pressure to manufacture a molded material; and a lightweight board finishing step of steaming and curing the manufactured molded material at a predetermined temperature for a predetermined time, and naturally drying the same to finish a lightweight board. The lightweight material composition is at least one of pearlite and bottom ashes, and the functional material is at least one of diatomite, zeolite and biotite, and the thickening agent is at least one of powdered cellulose, starch, and calcium-carboxymethyl cellulose (CMC), and the admixture is a polycarbonic acid.
