The present invention relates to a hydrogen generating catalyst having a small amount of titanium added to a transition metal to increase the electron concentration of the transition metal and phosphorus, thereby improving the activity and long-term stability to the electrochemical hydrogen generation reaction. By adding titanium to the phosphide transition metal according to the present invention, the electron concentration of the transition metal and phosphorus present in the catalyst is increased. Increasing the electron concentration of the transition metal contributes to improving the stability of the catalyst, and increasing the electron concentration of the phosphorus can contribute to the improvement of the hydrogen generating activity of the catalyst.
