Controller (30) for a secondary battery (10) for which a lower limit SOC setting value that is higher than a SOC 0% and an upper limit SOC setting value that is lower than the SOC 100% are set in advance, and which is used in a usage potential width determined by the lower limit SOC setting value and the upper limit SOC setting value, characterized by comprising: a storage section configured to store an initial positive electrode usage minimum potential (V) of a positive electrode, provided in the secondary battery (10), the initial positive electrode use minimum potential (V) corresponding to the preset lower limit SOC set value; anda lower limit SOC setting value setting section configured to set the lower limit SOC setting value of the secondary battery (10), the lower limit SOC setting value setting section calculating a positive electrode usage minimum potential after deterioration (V) due to deterioration of the secondary battery (10) is shifted from the initial positive electrode use minimum potential (V) to a high potential side, and the lower limit SOC setting value in accordance with a shift amount (V-V) as a difference between the positive electrode use minimum potential after impairment (V) and the initial positive electrode use minimum potential (V ) to a value that is lower than the preset lower limit SOC setting value and which is higher than the SOC 0%.
