PROBLEM TO BE SOLVED: To provide a service chain construction method or the like, capable of suppressing a transfer delay.SOLUTION: A management server divides a service chain for arranging a virtual distribution function group in a pre-stage of a virtual communication function group of a final stage of the virtual distribution function group which is arranged in a plurality of stages into a plurality of intervals on the basis of the virtual distribution function group of a termination type and an arrangement position of the virtual distribution function group. The management server determines a communication passage between the virtual distribution function groups of the first stage in the interval, the virtual distribution function group and the virtual distribution function group of the final stage, or the virtual distribution function groups on the basis of the virtual distribution function group of the first stage or the final stage in the interval in each interval or a traffic rate of the virtual distribution function group.
