To control a flight device 2 in accordance with a type of a detected object.SOLUTION: A flight management device 1 for managing a flight device 2 comprises: a storage unit 12 for storing such a detected result by determining whether an object detected based on a sensor output value sensed by the flight device 2 flying along a predetermined flight route is a moving object or a non-moving object; a route setting unit 131 configured to set a flight route for avoiding an obstacle when a non-moving object is detected and the non-moving object is determined to be the obstacle of the flight device 2 according to the detection result; and a flight control unit 132 that generates a flight control instruction that specifies the flight speed of the flight device 2 when a moving object is detected according to the detection result.SELECTED DRAWING: Figure 2
