The ASEAN Regional Forum and Security Governance in Asia-Pacific

This paper sketches security provisions in Asia-Pacific following World War II and takesa look at ASEAN to set the stage for a closer examination of the ASEAN RegionalForum (ARF). Having discussed the rationale for the creation of the ARF, itsinstitutional framework, fundamental principles, and decision-making, the paper thenexamines the organization’s main developments with respect to four security functions(prevention, assurance, protection and compellence) developed by Kirchner and Sperling(2007), and assesses the ARF’s effectiveness and future prospects.
