The Teaching and Learning Program of English Speaking Proficiency in a Business and Technology College (A Case Study at LP3I Business and Technology College Tasikmalaya, Kota Tasikmalaya West Java in the Academic Year of 2014-2015). The First Consultant: Dr. Ngadiso, M.Pd. and the Second Consultant: Dr. Slamet Supriyadi, M.Pd. Thesis. English Education Department, Graduate School of Teacher Training and Education Faculty, Sebelas Maret University, Surakarta. The objective of this research is to find out: (1) the development of English speaking proficiency in LP3I Tasikmalaya Business and Technology College Tasikmalaya; (2) the problem of developing English speaking proficiency programs in a business and technology college; and (3) the effect of developing English speaking program to the students’ English speaking proficiency at LP3I Business and Technology College Tasikmalaya. This research is carried out through a case study. The population of this study is the students of second grade of LP3I Business and Technology College Tasikmalaya in the academic year of 2014-2015 that consist of eleven classes. The respondents of this research are ten students and four English teachers at LP3I Business and Technology College Tasikmalaya in the academic year of 2014-2015. The respondents are chosen based on the purpose of this study, so the researcher uses the purposive sampling. The research data are obtained from observation, interview, and document analysis. They are analysed by using three steps namely the data reduction, the data presentation/display and the conclusion drawing/verification. The result of the research findings leads to the conclusion that: (1) LP3I Tasikmalaya has its own system which consists of some interrelated programs to develop English proficiency in general and speaking in particular. There are English programs that contribute to the development of students’ English speaking proficiency. English activities in the classroom foster the students to use English in the good way communication. English activities outside the classroom create the English atmosphere and accustom the students to speak English by practicing more in the English environment. (2) There are some problems in developing students’ English speaking proficiency at LP3I Tasikmalaya; The students’ difficulties to speak come from the psychological factors (confidence, anxiety, motivation, awareness); The students’ difficulties to speak come from the linguistic factors (pronunciation, vocabulary, grammar, fluency, comprehension). (3) There are some positive effects of developing English speaking program at LP3I Tasikmalaya to the students’ English speaking proficiency such as students’ confidence, students’ motivation, students’ awareness, students’ vocabulary, students’ initiative, students’ pronunciation, and students’ comprehension in speaking English are improving.
