The article resumes statistically proven evidence from a survey in relation to "TEMPUS JEP 14464-99" Project, seeking to harmonize the European and Bulgarian library and information practice in the field of reference servicing in academic libraries. The pursued goal is to make the library a leading co-partner in acquiring a level of excellence in higher education. The main focus of the survey is to estimate the rate of the implementation of new practices and adopting successful experience and measure users' benefits. The stress comes upon the complimentary education of library subject librarians and the effect on structural changes in libraries to raise level of library servicing.ud
