If a data processing system is to be most effective, long-rangegoals and aspirations should be established in the beginning. Thesystem should be designed to do what the librarian wants it to do, notnecessarily to do what is now being accomplished. For example, ifencumbrance accounting for books, supplies, equipment, etc. is toodifficult and expensive to do manually on a current basis, it does notfollow that the same holds true with an IBM system. On the contrary,it can be one of the easiest of results to obtain.
