China: Reform and the Role of the Plan in the 1990s

The focus of the report is on the Chinese government's reform and developmentpolicies for the decade of the nineties. The assessment is based on a review of the successes and failures of China's reform experience over the past decade. Particular attention is paid to the key reform areas that appear to deserve increased attention. Development policies are examined on the basis of the Eight Five-Year Plan, with a particular focus on transport policies. The report also reviews economic developments during the 1990-91 period, when China was emerging from recession. Finally, after examining reform and development options, the report develops a set of alternative scenarios for the economy for the rest of the decade, depending upon the set of policy options selected.
