Spells without Health Insurance: The Distribution of Durations When Left-Censored Spells Are Included.

In previous work (1990), we estimated the distribution of durations of spells without health insurance for which the beginnings of the spells could be observed. In this paper, we extend the earlier analyses and include uninsured spells that began prior to the start of the Survey of Income and Program Participation (SIPP) -- so-called left-censored spells. We also provide further evidence for why analyses of spells without health insurance based on the SIPP need to include people who are not observed for all 32 months of SIPP.
