The booklet focuses on the fact that half or more of health sector resources indeveloping countries are consumed by the age group that supports society. It makes recommmendations centered around the proposition that governments are financing too much inefficient and inequitable adult health care. If such expenditure were reduced, resources would be freed for cost-effective care, especially now-neglected preventive intervention.
