The Plant Gene Expression Center (PGEC) is a joint government-university venture dedicated to the study of plant molecular biology and its applications for agriculture. Under the auspices of the Agricultural Research Service (ARS) of the U.S. Department of Agriculture (USDA), the University of California at Berkeley, and the statewide California Agricultural Experiment Station System, the center has assembled a research team at the forefront of basic plant molecular genetics. Its research programs are providing new knowledge about plant genes, developing new approaches and tools to manipulate plant traits for crop improvement, and supplying skilled human resources for the future. The concept developed for the PGEC by the ARS and the University of California included a provision for an independent group of experts in plant science to provide scientific counsel and oversight during the center's initiation and development. The Sceintific Council to the PGEC, organized in 1986, is appointed and administered by the Board on Agriculture of the National Research Council at the request of the ARS. The report is based on the council's third on-site review of the PGEC research program, which was held February 24-26, 1993. Two previous reports prepared by the council were based on site visits conducted on January 8-9, 1990, and August 30-31, 1991. This is the council's final report.
