The document contains regulations on traffic controls for street and highway construction, maintenance, utility and emergency operations. During the time normal function of the roadway is suspended, temporary traffic control planning must provide for continuity of function (movement of traffic, pedestrians, transit operations, and access to property/utilities). Effective temporary traffic control enhances traffic safety and efficiency through work zones, regardless of whether those work zones are due to street construction, maintenance, utility work, or roadway incidents. Effective temporary traffic control must provide for the safety of workers, road users, and pedestrians. At the same time, it must simultaneously provide for the efficient completion of whatever activity supplanted normal use of the roadway.
