Analysis of Expansion of Access to Care through Use of Telemedicine and MobileHealth Services. Report 1. Literature Review and Analytic Framework

The broad purpose of this project is to examine available information on the useof telemedicine and mobile health services to expand access to care. In particular, the project will examine issues related to the development of a Medicare coverage policy for such services. The major consideration is whether services provided using telemedicine or mobile health technologies are medically safe and effective. The approach to this project involves literature review, development of a conceptual framework for the analysis of studies examining effectiveness, selected case studies, review of coverage policies of private third-party payers, and examination of utilization review and quality assurance/improvement models currently in operation as part of existing telemedicine and mobile health systems.
