Assessment of the HUD-Insured Multifamily Housing Stock, Final Report. Volume 1.Current Status of HUD-Insured (or Held) Multifamily Rental Housing

Using primary and secondary data for a representative sample of 570 properties,the report presents a wide ranging profile of Housing and Urban Development (HUD)-insured or held multifamily rental housing. The major focus is on the ability of HUD-insured properties to cover current expenses and backlog of needs for repairs and replacements from their internal resources. The study found that a number of HUD-insured properties are beset by financial or physical problems that threaten their viability as well as residents' quality of life, and almost one-fourth of all properties are classified as distressed. One of the most significant policy concerns addressed by this study is the prospect that owners of eligible assisted properties may exercise their right to terminate their Federal subsidies and convert their properties to market-rate occupancy.
