Guideline on the Identification and Handling of Ambient Air Quality Data Affectedby Special Events or Special Conditions

The document provides guidance on procedures for flagging and reporting dataassociated with various circumstances: data validation, submittal of information related to data, and/or request for special treatment accompanied by supporting documentation related to a special event or condition (SEC). Chapter 1 provides a brief history of SEC data flagging. Chapter 2 presents data usage, tests, and criteria used to determine if a data value can qualify for the attachment of a data flag. Chapter 3 provides information on procedures to be followed for flagging data and providing supporting documentation for flags. Appendix A provides an explanation of several categories of SEC that may be used to describe some types of circumstances affecting data values. Appendix B provides examples of events that should not be considered as SEC.
