This is an alternative control techniques (ACT) document for control of volatileorganic compound emissions from offset lithographic printing. The document provides supplemental information based on public comment on the draft control techniques guideline (CTG) announced in the Federal Register on November 8, 1993 (EPA-453/D-95-001). The document addresses sheet fed, on-heatset web, newspaper, and heat-set web offset lithographic printing. The principle emission sources addressed are fountain solution, cleaning solvents (blanket and roller washed) and headset dryers. The purpose of an ACT document is to assist state and local air pollution agencies in developing regulations to limit emissions of volatile organic compounds.
