This response action fits into the overall Oak Ridge Reservation (ORR) cleanupstrategy by addressing floodplain soil, sediment, and groundwater contaminated by mercury originating from the DOE Oak Ridge Y-12 Plant (Y-12 Plant). The objective of this remedial action is to minimize the risk to human health and the environment from mercury-contaminated soil in the Lower EFPC floodplain pursuant to CERCLA and the FAA (1992). The selected remedy addresses the principal threats at the site by excavating and disposing of the identified floodplain soils contaminated above the remediation goal of 400 ppm mercury. Groundwater and sediment do not present an unacceptable risk to human health and the environment. Because residential use of shallow soil horizon (shallow) groundwater is not realistic (as explained in more detail in the Decision Summary), groundwater is not considered to pose an unacceptable risk.
