Accurate axleload data are essential in developing Equivalent Single Axleload(SAL) forecasts for the design of pavements. With a high degree of inaccuracy, pavements may be over-designed, which results in inefficient use of construction funds, or the pavement may be under-designed resulting in premature failure and/or increased maintenance costs. This study was initiated to develop further enhancements to the ESAL calculation programs and estimation process. Objective Number 3 of this study was 'to modify the current ESAL calculation procedures to provide more definitive and accurate methods of reflecting the effects of coal movement and a more flexible approach to accommodate evolving needs.' This report details the efforts to fulfill that objective.
