The Study/Assessment examined access to rural health care services, exploringregulatory, administrative and legislative barriers to the integration of Health Care Transportation Services within existing rural and tribal transportation systems. Specifically, the study examined those restrictions to integration of FTA's Secion 18, which provides funds for rural public transit systems and HHS Title XIX (Medicaid) which funds non-emergency health care transportation. The Study/Assessment determined/documented the impact of specific barriers which effect the delivery of health care services in rural (non-urbanized) areas of Alabama, Georgia, Kentucky, Louisiana, Mississippi and West Virginia. These 6 states were selected because they comprise significant numbers of rural counties representing a diversity of rural transportation and health care needs.
