The Hawaii Asian Pacific Island (HAPI) Medical Effectiveness Program (MEDTEP)Research Center, was a developmental center under a 3-year cooperative agreement with AHCPR. The Center conducted outcomes research, training, technical assistance, and dissemination of findings with the goal to improve the effectiveness and appropriateness of medical practice as measured by 'premature' death, health status function capacity, patient satisfaction and quality of life. Hawaii focused on Native Hawaiians, Asians and Pacific Islanders (75% of the state's population). The Center was guided by the 'Principles and Guidelines for Participatory Research' developed by Native Hawiians. It states that individual and communities should have sufficient information to enable them to take active roles in both research and change designed to improve their health. The research focus was on primary care with emphasis on chronic diseases and health care reform (Hawaii Health QUEST). Two key projects were the evaluation of health outcomes in a patient and community participation model of chronic disease management and health outcomes associated with QUEST. The Center conducted 31 projects, raising $1.5 million in external funds. Over 300 individuals (half API) received training. 54 investigators and 14 research assistants conducted research. Dissemination activities included newsletters, brochures, presentations, literature reviews, reports, publications, and poster sessions.
