Impact of Medicaid on Children's Health Service Use: A Ten-Year RetrospectiveAnalysis (Revised)

Part of a major study of the effect of the changes in the Early and PeriodicScreening, Diagnosis, and Treatment (EPSDT) Program introduce in 1990. Analyses of health status and health service use of children before, during and shortly after the program changes. Children are analyzed in five health insurance and income groups. Three years of National Health Interview Surveys are used-1982, 1988 and 1991. The report presents the results of several analyses of the 1982, 1988 and 1991 NHIS data, including analyses of demographic, geographic and family characteristics of children in the 5 income-insurance groups; their health status, incidence of acute and chronic health conditions and illness-related preventive health care services. Multivariate analyses of selected health service use measures show the relative impact of Medicaid coverage on children's health services use, holding health status and the demographic, geographic, and family characteristics constant. The number of children enrolled in Medical grew between 1982 and 1991. Medicaid children differed significantly from other low income and higher income children in a number of characteristics known of affect health care utilization.
