The National Information Center for Children and Youth with Disabilities (NCHCY)211u001ereceives thousands of inquiries each year from families, educators, and others 211u001easking for information about federal laws regarding special education and related 211u001eservices, vocational education, and civil rights. The people who contact NICHY 211u001eare interested in the laws and their intent, the regulations, and their state's 211u001eimplementation of these laws. 1991--focuses on the educational and civil rights 211u001eof children and youth with disabilities through the age of 21. Thus, the primary 211u001efocus of this issue is on the Individuals with Disabilities Education Act (IDEA). 211u001eThe IDEA is the latest amendment to the Education of the Handicapped Act (EHA), 211u001ePublic Law (P.L.) 94-142, which has guided to the delivery of special education 211u001eand related services since its passage in 1975, Additional federal laws, 211u001eincluding Section 504 of the Rehabilitation Act of 1973 (P.L. 93-112) and the 211u001eCarl D. Perkins Vocational Education Act (P.L. 98-524).
