This Guide is designed to help the following persons participate in U.S. primaryand general elections during 1998 and 1999 even though they may not be able to vote in person at the polls: Members of the U.S. Uniformed Services, which includes the Army, Navy, Air Force, Marine Corps, Coast Guard, and the Commissioned Corps of the Public Health Service and the National Oceanic and Atmospheric Administration; Members of the U.S. merchant marine; Family members of the above; and U.S. Citizens residing outside the U.S.
