The purpose of the report is to provide OCR (Office for Civil Rights) withguidance as the Office plans the redesign of the E&S Survey. Specifically, the report will focus on: the appropriateness of the content and format of the existing E&S Survey; new civil rights issues and how those issues should be addressed; other related survey instruments and the potential for collaboration on data collection between OCR and other Federal programs; the adequacy of the current sampling procedure and its ability to generate State-level and national projections; and electronic data collection and dissemination of survey information.
