The Manual provides direct information about the accessibility requirements of211u001ethe Act which must be incorporated into the design and construction of 211u001emultifamily housing covered by the Act. It carries out two statutory 211u001eresponsibilities: (1) to provide a clear statement of HUD's interpretation of the 211u001eaccessibility requirements of the Act so that readers may know what actions on 211u001etheir part will provide them with a 'safe harbor'; and (2) to provide guidance in 211u001ethe form of recommendations which, although not binding, meet the Department's 211u001eobligation to provide technical assistance on alternative accessibility 211u001eapproaches which will comply with the Act, but may exceed it minimal 211u001erequirements. The latter information allows housing providers to choose among 211u001ealternatives and also provides persons with disabilities with information on 211u001eaccessible design approaches.
