The Conference is the first one to discuss a special topic of traffic in211u001etransitional conditions: the Intelligent Transport Systems (ITS) and their 211u001eInterfaces. The term ITS denotes the application of information and communication 211u001etechnologies to the planning and operation of transport systems. It seems to be 211u001eextremely important to discuss the topic from a number of disciplinary and 211u001egeneral systems points of view to get better insight into the feasibility of the 211u001edevelopment and application of the set of new technologies supporting the 211u001etransport systems. The transitional conditions mark the frame of contributions 211u001ethat try to solve problems of interfaces in all attempts to introduce new 211u001etechnologies in complex systems, interacting with complex environments. The 211u001einterfaces are: intermodal (using travel-in-transport or traffic-in-transport 211u001ecriteria), between transport systems and other systems in their environment, 211u001eamong intelligent transport systems themselves at national, international and 211u001eglobal levels, etc.
