This report contains the findings of a study to develop methodologies for211u001emeasuring the effects of congestion on the values highway users place on travel-211u001etime savings and predictability. The methodologies were used to generate values 211u001efor factors for different degrees of congestion. The study also defines an 211u001eapproach for incorporating these factors in highway user-cost estimates. The 211u001econtests of this report, therefore, will be of immediate interest to highway 211u001eprofessionals responsible for planning, administering, and financing highway 211u001eimprovements, as well as those involved in highway operations, capacity, and 211u001etraffic control. The report also will be of interest to those concerned with 211u001efreight transportation issues as well as environmental safety, and human 211u001eperformance issues.
