Investing in Learning: A Policy Statement with Recommendations on Research in211 Education by the National Educational Research Policy and Priorities Board

The National Educational Research Policy and Priorities Board (NERPPB) is charged211u001eby Congress to advise the United States on the federal educational research and 211u001edevelopment effort. Since its establishment by the Educational Research, 211u001eDevelopment, and Improvement Act of 1994, the Board has undertaken systematic 211u001einvestigation on the dimensions and scope of educational research and 211u001edevelopment, much of which has been carried out under the auspices of the Office 211u001eof Educational Research and Improvement (OERI) of the U.S. Department of 211u001eEducation and by its predecessor, the National Institute of Education. The 211u001eauthors have emerged from this study more firmly convinced than ever of the 211u001eimportance of sound, cumulative research in education. At the same time, we must 211u001eacknowledge that there are serious shortcomings in the present research and 211u001edevelopment system in education--in its funding, structure, organization, 211u001eapproaches, and even its goals and objectives. Apart from their own firsthand 211u001eobservations of OERI and other federal agencies, the authors have consulted 211u001ewidely with the key stakeholders--educators, families, and researchers--about the 211u001echanges and improvements that will correct our course and lead us to the 211u001eadvancements that we seek. This document is the first comprehensive statement on 211u001eresearch in education that draws on the authors' own systematic inquiry over the 211u001epast 4 years. They have made recommendations for legislative and administrative 211u001echanges that they are convinced are necessary to improve the research, 211u001edevelopment, and communication of research activities sponsored by the federal 211u001egovernment.
